How to remove mill scale from steel, and why you must before coating

Mill scale looks like a protective skin. It isn't. Left on the steel, it's one of the leading causes of premature coating failure, and removing it properly is the difference between a coating that lasts decades and one that blisters in months. Here's what mill scale is, the methods that remove it, and how to reach an SSPC-SP10-comparable result without a blast yard.

If you've ever seen a freshly hot-rolled steel beam, you've seen mill scale, the bluish-gray, flaky layer that forms on the surface as the steel cools. It feels solid and looks like it might even protect the metal underneath. That impression is exactly what causes so many coating jobs to fail.

What mill scale actually is

Mill scale is a layer of iron oxides that forms on steel during hot rolling at the mill. It's chemically different from the steel beneath it, and crucially, it has a different rate of thermal expansion. Over time, with temperature cycling, moisture and stress, it loosens, cracks and eventually flakes away.

Why this matters for your coating

When you coat over mill scale, the coating bonds to the scale, not the steel. As the scale inevitably detaches, it takes your coating with it. The result is disbondment, blistering and corrosion creeping underneath, often within months. Mill scale removal isn't optional surface prep, it's the foundation the entire coating system depends on.

The standard you're aiming for

For most protective coating specifications on structural steel, the target is a near-white metal finish: SSPC-SP 10 / NACE No. 2, comparable to ISO 8501-1 Sa 2½ under ISO 8501-1, with a defined anchor profile so the coating has texture to grip. Mill scale, rust and contaminants must be removed across at least 95% of each unit area.

The methods, compared

There are four common ways to remove mill scale. Each reaches the standard differently, and each carries different costs in containment, safety and downtime.

Abrasive blasting reaches the standard but drags along a blast pot, an enclosure, media supply and spent-grit disposal, impractical the moment you're in the field, in a confined space, or working near live equipment. Acid pickling is a shop-only immersion process. Grinding is fine for a touch-up but struggles to reach a true near-white standard over any real area.

A two-step approach for heavy scale

Where mill scale is thick or layered over old coatings, a two-step method is faster: a heavy removal pass (such as Tercoo®) strips the bulk, then the Bristle Blaster® activates and profiles the surface to standard, both running off the same drive unit. This also extends belt life, because the belts aren't doing the heavy bulk removal alone.

Whichever route fits your project, the principle is the same: the coating is only as good as the surface under it. Remove the mill scale properly, hit the standard, and the protection your coating promises is the protection you'll actually get.
